Subject: 2014, amendment to Maritime Labour Convention, 2006 (MLC, 2006).

  • Panama Maritime Authority (PMA) vide its Merchant Marine Circular MMC-336 of December 2016 has issued clarification regarding 2014 amendment to MLC, 2006 applicable to Panama flag registered.
  • From 18th January 2017, all Panama registered vessels should at all times, maintain on board evidence of:
    1. Financial security (P&I Club or insurer) – Regulation 2.5 – Repatriation
    2. Financial security (P&I Club or insurer) – Regulation 4.2 – Shipowners’ Liability
  • Both the above financial security shall be verified during the first intermediate inspection carried out on or after 18th January 2017.
  • Note:
    1. The insurance cover or protection provided by the other financial security, under Regulation 2.5, does not cease before the end of the contract period unless the insurer has given prior notification of at least 30 days to the General Directorate of Seafarers in labormar@amp.gob.pa.
    2. In both cases (Regulation 2.5 and 4.2), the financial security (P&I Club or insurer) shall not cease before the end of the period of validity of financial security (P&I Club or insurer), provided that the financial security (P&I Club or insurer) provider has given prior notification of at least 30 days to the General Directorate of Seafarers in labormar@amp.gob.pa.
  • Amendments will be reflected in DMLC Part I and DMLC Part II from the first renewal inspection carried out on or after the entry into force of 2014 amendments to MLC, 2006 i.e. 18th January 2017.
