The Directorate General of Shipping (Govt. of India) has issued DGS Circular No. 4 of 2017 dated 11.08.2017 [F.No. 33(1)/CR/2000-IX-Pt.I] raising concern over a number of reported cases of Indian seafarers being stranded at foreign ports working on foreign flag ships, Non-payment of wages, Non-availability of provisions on board a ship.

In order to create a centralized database, such incidents are advised to be reported to Directorate General of Shipping Communication (DGCOM) Centre.

The details of reporting to DGCOM Center are given in the enclosed circular.
