Subject: Liberia – Measures to Improve Compliance and Minimize Risk of Port State Control Detentions.

1. Liberian Maritime Administration has issued Marine Notice PSC-001, Rev.03/23 providing revised measures to improve the reporting of accidents and defect in accordance with SOLAS Ch 1, Reg. 11 to monitor compliance and to minimize risk of Port State Control (PSC) detentions of Liberian flagged vessels.

2. Following measures will be applicable to all Liberian flagged vessels with effect from 31st March 2023:

a. Masters, Owners, Operators, DPAs and ROs are required to send all PSC Reports to the Administration’s Fleet Performance Department at – PSCfollowup@liscr.com as soon as practicable, but no later than 48 hours after the PSC inspection.

b. For vessels which are detained by Port State Control (PSC), the Masters, VesselOwners, Operators, technical managers, and/or DPAs to send an immediate notification to the Administration of the PSC Detention along with a copy of the PSC inspection report. This notification should be sent to the Administration’s Duty Officer at DutyOfficer@liscr.com and the Fleet Performance Department at Prevention@liscr.com.

c. The Administration requires that any vessel issued with “Code 17” deficiency by Port State Control (PSC) shall submit objective evidence of the rectification of these deficiencies to the Administration prior to the vessel’s departure from the port.

Objective evidence of rectification may include pictures, video, documentation, Class Report, etc. This does not take the place of or supersede the requirement to submit a corrective action report as required by sub para ‘d’ stated below. The objective evidence of rectification is to be sent to the Administration’s Duty Officer at DutyOfficer@liscr.com and the Fleet Performance Department at Prevention@liscr.com.

A copy of the PSC report should be included with the submission.

d. The Administration also requires submission of a Corrective Action Report, if deficiencies are discovered during a PSC Inspection. The Corrective Action Reports to be submitted as soon as possible and no later than 30 days from the date of the PSC Inspection. The Corrective Action Reports are to be forwarded by the Vessel operators to PSCfollowup@liscr.com.

e. The requirements in above sub para ‘a to d’ are to be incorporated into the company’s Safety Management System (SMS) for all vessels, at the earliest opportunity, however no later than September 30th, 2023.

3. Compliance to above requirements will be verified during Annual Safety Inspections (ASI) and during ISM audits. A finding may be issued if a vessel is found not in compliance to above requirements.

4. Owners/operators and masters of Liberian flagged vessels are advised to be guided by above and ensure compliance.
