Subject: IOPP Certificate Renewal in respect of Ballast Water Management.

  • The Ballast Water Management Convention will come into force from 08 September 2017. All ships of 400 GT and above, excluding floating platforms, FSUs & FPSOs will be subject to surveys and will required to be issued with International Ballast Water Management Certificate on convention coming into force.
  • A treatment system (BWMS) will be required to be fitted on ships. The implementation deadline for BWMS, according to IMO Resolution A.1088(28) and MEPC 69 is as follows:
  •  Keel laid  Implementation deadline for BWMS

     Before 8 September  2017

     By the first renewal survey associated with the IOPPCertificate after 8  September 2017.

     On or after 8  September 2017

     By the completion date of the construction           
  • Barbados Maritime Administration has issued Information Bulletin No. 264 (copy attached) informing that ship owners and managers may seek to de-harmonize the IOPP certificate due dates from the HSSC system of the statutory certificates for their vessels to allow the renewal of IOPP survey before the implementation date of BWMC (due 8th Sept 2017) in order to postpone the installation of a Ballast Water Management System.
  • Ship owners and managers intending to de-harmonize the IOPP Certificate due dates from HSSC system as above, may forward their request to Barbados Administration for approval on case by case basis.
  • If approved, then Barbados Administration requires realignment of surveys at the next renewal date.
  • Ship owners/ operators and masters are advised to be guided by above.
