Subject: GOI - Continued Professional Competence of seafarers in possession of Certificate of Competency of the Nautical discipline.

1. MS STCW Rule 2014, sub Rule 14(4) states that for the purpose of updating the knowledge of masters, officers and radio operators, the companies shall ensure that the texts of recent changes in national and international regulations concerning the safety of life at sea, security and the protection of the marine environment are made available to ships.

2. The Directorate vide NT/Exam Circular No.01 of 2018 had issued clarification in this regard stating that there is no requirement for candidates in possession of COCs issued or upgraded under STCW 2010 amendment to mandatorily undergo a revalidation course, or Refresher and updating training course for revalidation of Certificate of Competency and placed the responsibility of providing recent changes in National & International regulations concerning safety of life at sea, security and protection of marine environment on Shipping Companies.

3. Further to above, Indian Administration vide M.S. Notice No. 04 of 2022 has now provided following requirements:

a. All companies providing information regarding recent changes in national and international regulations as per MS STCW Rule 14(4) are required to issue a certificate of Continued Professional Competence to the Seafarers in the format as per Annex to MS Notice No. 04 of 2022.

b. Seafarers of such companies need to have at least two such certificates of Continued Professional Competence in 5 year period.

c. All CoC holders of nautical discipline not having such certificate of Continued Professional Competence from any company are required to attend at least two seminars in period of 5 years, conducted by professional bodies like CMMI, IMEI, MTIs, INSA or other maritime information service providers on latest changes and development in national and international regulations concerning maritime matters.

d. These certificates of Continuous Professional Competence shall be required to be submitted during revalidation of Certificate of Competency (COC) of the Nautical discipline from 01.04.2023 onwards.

4. Ship owners/ operators and seafarers holding Indian COCs are advised to be guided by above.
