Subject : St. Vincent & the Grenadines circular reg. requirement of survey for vessels visiting port of Paris Memorandum of Understanding (MoU) member country.

  • St. Vincent & the Grenadines has issued a revised circular no. PSC 033-Rev.4 providing requirement of survey for vessels visiting Paris MoU member country in order to continuously improve flag’s performance in Paris MoU.
  • Salient points of the circular are as follows:
  1. Administration requires an occasional survey by a Recognized Organization (RO) for all vessels which are subject to Port State Control (PSC) inspections when:
  • Vessel is detained by PSC during last three consecutive years irrespective of PSC MoU, place or flag under which they have been detained and whose next port of call is within a Paris MOU member country;
  • Vessel is operating outside a Paris MOU member country for more than twelve (12) months and intends to enter a Paris MOU member country.
  1. In addition to above a mandatory occasional Survey may be imposed by the Administration to vessel with high record of non compliance with the international regulations.
  1. If the vessel is holding statutory certificates issued by two ROs, the occasional survey will be carried out by the RO that issued the SOLAS 74, as amended (except ISM &ISPS).
  1. Scope of the survey will be equivalent to mandatory annual statutory surveys covering all national and international regulations as applicable.
  1. The occasional survey will have validity of six (6) months and can be scheduled to coincide with annual, intermediate or renewal survey, but may not be postponed for the same reasons.
  1. Operators and owners are under obligation to request such surveys to the RO ahead of the 6 month expiry date.
  1. The owners of vessels which have been operating outside a Paris MoU member country for more than twelve (12) months and intend to enter a Paris MoU member country are required to liaise with the Recognized Organizations (keeping the Administration in copy) to ensure that the surveys/audits are carried out prior entry into Paris MoU port/anchorage.
  1. If an increased number of ISM and/or ISPS related deficiencies is found during occasional survey, Administration requires an additional audit in the scope of an initial ISM and/or ISPS audit prior to the vessel’s departure to a port within Paris MoU member country.
  1. Upon completion of the occasional survey and audit, the RO will issue a Statement which will be submitted to administration to technical@svg-marad.com and qualtech@svg-marad.com together with the survey report.
  1. Vessels which are not in compliance with these requirements are subject to fines and may be deleted from St. Vincent & the Grenadines registry.
  1. Also vessels which are detained twice by maritime Authority member of the Paris MoU within a six (6) months period will be deleted from St. Vincent & the Grenadines registry.
  1. It may be noted that administration may decide without any further notice to enforce these requirements to vessels which have not been detained by PSC during last three consecutive years.
  • Ship owners/ operators and masters are advised to be guided by above.
