Subject : Panama Oil Record Book and Emissions.

  • Panama maritime authority has issued a Merchant Marine Circular MMC-215 on use and maintenance of Panama official Oil Record Book.
  • Salient points of the notice are as follows:
  1. The Panama Maritime Authority has collected all record to be made in one book in order to be used on board Panama vessels and its main content is as follows:
  • Part I: Machinery Space Operations (All Ships of 400 gross tonnages and above);
  • Part II: Cargo and Ballast Operations (Tankers of 150 gross tonnages and above, a non tanker that carries more than 200 cubic meters of oil in bulk as cargo);
  • Part III: Regulations for the Preventions of Air Pollution from ships (All Ships of 400 gross tonnages and above).

2. The oil record book is now named as ‘Oil Record Book and Emissions’ which is to be kept onboard the ship and retained for a period of three (3) years after the last entry has been made.

3. This Record Book contains the previous Oil Record Book Part I & Part II stipulated under the Resolution MEPC 187(59). In addition, it has instructions (Part III) for actions carried out on board and necessary to be recorded according to last amendment under Resolution MEPC 176(58), in relation to:

  • Ozone Depleting Substances
  • Low Sulphur Fuel Oil
  • Vapor Collection System (in tankers)
  1. Official Oil Record Book and Emissions revised edition 2016 are available in Administration’s head quarter office and all merchant marine consulates.
  1. Vessels which have on board previous existing editions of Oil Record Book may continue to be used until onboard supplies of such editions are exhausted.
  1. Existing editions of record book currently in use can be updated by adding the copy of attachment provided with circular.
  • Ship owners / operators and masters are advised to be guided by above.
