Subject: International Convention for the Control and Management of Ballast Water and Sediments.

  • The Ballast Water Management Convention will come into force from 8th September 2017. All ships of 400 GT and above to which the convention applies, excluding floating platforms, FSUs and FPSOs are to be surveyed and issued with a Statement of Compliance.
  • Statement of Compliance issued to vessel will be replaced by International Ballast Water Management Certificate when administration ratifies the BWM convention. The expiry date will correspond to the validity of the existing Statement of Compliance.
  • All ship will be required to comply with D-2 ballast water discharge standard as per resolution A.1088 (28) on the first IOPP renewal survey after 8th September 2017, unless an alternative implementation scheme is approved at MEPC 71, in May 2017.
  • The administration has no objection to de-harmonize the IOPP certificate and to allow renewal of IOPP survey before implementation date of convention (due 8th September 2017) in order to postpone the installation of Ballast Water Management system.
  • Ship owner to submit the application to the administration through RO for approval to de-harmonize the IOPP certificate and prepone IOPP renewal survey.
  • If approved, then St. Vincent and the Grenadines Maritime Administration requires re-alignment of the surveys at its first opportunity.
  • Ship owners and operators are advised to be guided by above.
