Subject: Update on implementation of regulation regarding sulphur content of fuel oil within China Emission Control Areas (ECAs).

  • Reference is made to our Technical Circular No. 029/2016 dated 13th September 2016 reg. “China -Implementation plan for new domestic emission control areas”.
  • Ministry of Transport (MOT) China has updated Marine Emission control Area implementation scheme for SOx emission within Chinese domestic emission control areas.
  • Presently following three emission control areas are defined which includes Pearl River Delta, Yangtze River Delta, Bohai-rim waters.

A. Bohai-rim Waters (Beijing, Tianjin and Hebei Province) includes Inland navigation waters under the administrative jurisdiction of Dalian, Yingkou, Panjin, Jinzhou, Huludao, Qinghuangdao, Tangshan, Tianjin, Cangzhou, Binzhou, Dongying, Weifang, Yantai, totally thirteen (13) cities; and

Core ports: Tianjin, Qinhuangdao, Tangshan and Huanghua.

B. Yangtze River Delta includes Inland navigation waters under the administrative jurisdiction of Nanjing, Zhenjiang, Yangzhou, Taizhou, Nantong, Changzhou, Wuxi, Suzhou, Shanghai, Jiaxing, Huzhou, Hangzhou, Shaoxing, Ningbo, Zhoushan and Taizhou, totally sixteen (16) cities; and

Core ports: Shanghai, Ningbo-Zhoushan, Suzhou, Nantong.

C. Pearl River Delta includes Inland navigation waters under the administrative jurisdiction of Guangzhou, Dongguan, Huizhou, Shenzhen, Zhuhai, Zhongshan, Foshan, Jiangmen and Zhaoqing, totally nine (9) cities; and

Core ports: Shenzhen, Guangzhou, Zhuhai Port.

  • The NOx emission control in Chinese waters is in line with the requirements as per current MARPOL Annex VI for the vessels on international voyage.
  • Implementation scheme regarding SOx emission control for vessel calling in Chinese ECA core ports and other ports

  • Following information is to be recorded in machinery logbook for change over tolowsulphur fuel within the emission control area:
    • Start time and date, finish time and date,
    • Time and marine longitude and latitude of changeover,
    • Sulphur content,
    • Consumption of low sulphur fuel and changeover operators
  • Fuel change over procedure is to be included in vessel’s safety management system.
  • The record of change over activities to be maintained on board for 3 year and fuel oil sample for one year.
  • Ship Owners and operators are advised to be guided by above and take appropriate measures when calling Chinese ports to ensure compliance of relevant requirements and to avoid any delay or penalty to the ship.
