Subject: RMI Marine Safety Advisory on ECDIS requirements to meet updates from 01 September 2017

  • Shipboard electronic chart display and information system (ECDIS) is required to meet requirements of 4.0 version of International Hydrographic Organization (IHO) display and testing standards by 31st August 2017.
  • In the view of upcoming Concentrated Inspection Campaign (CIC) for safety of Navigation which will be commencing from 1st September 2017 by Tokyo and Paris MOU; Republic of Marshall Islands (RMI) has issued Marine Safety Advisory No.34-17, where company is unable to meet the requirement till 31st August due to following:

a) Incompatibility between the on board ECDIS and the update.

b) Lack of availability of technician in undertaking the updates; and

c) Updated ECDIS units displaying incorrect information.

  • In above cases the Administrator will authorize vessel’s classification society on case to case basis to issue statutory memo provided; following documentation has been confirmed by company and submitted to the society.

1. The vessel operator has contacted the manufacturer/service company well in advance and service company/ manufacturer has confirmed that update or replacement of ECDIS within 90 day of compliance date.

2. The ship has been provided with charts and publication in compliance with the regulation 27 of SOLAS chapter V. 

3. Confirmation from manufacturer/service provider of ECDIS that without upgrade, the existing ECDIS poses no immediate risk to safe navigation.

4. The navigation officers are fully conversant in use of paper charts and the ECDIS.

5. Port state authorities have been informed.

6. Confirmation letter from manufacturer/ service provider of ECDIS along with document listed at serial no.2, 5 and Marine Safety Advisory to be available on board to substantiate the validity of statutory memo.

  • Ship owners / operators and masters are advised to be guided by above.
