Subject: Georgia Marine Circular Ref. No.6/CIRC/FSI regarding Operating Requirements in the event of Loss of Anchor.

1. The Maritime Administration of Georgia (MTA) has issued Circular Ref No. 6/CIRC/FSI informing Owners, Managers, Masters and Recognized Organizations regarding following operational requirements and procedures in the event of the loss of anchor.

a. In case of the loss of anchor, Administration is to be reported immediately by shipowner/manager and Recognized Organization giving the details of corresponding follow-up actions taken by them.

b. In such cases, Administration has authorized Recognized Organizations for issuance of a Short Term Safety Construction Certificate or report on occasional survey or other certificate/documents, providing relevant recommendations with regard to the term of validity of the certificate, special operational or construction considerations, and the Owner’s corrective action plan.

c. The Short Term Safety Construction Certificate or report on occasional survey or other certificate/documents issued will contain the following information:

i. At the discretion of Master, Tug assistance is to be provided, while entering & leaving port and while navigating in confined waters, etc.

ii. Whilst at anchor, Main Engine / propulsion should be available in stand-by mode at any time (In ready mode depending on weather / navigational conditions).

d. Upon the request of the shipowners, based on the national law and international Convention, MTA will issue an Exemption letter.

2. Ship owners/ operators and masters of Georgia flagged ships are advised to be guided by above.
