Maritime Labour Convention 2006

Maritime Labour Certificate is mandatory, since 20th August 2013, for all ships 500 gross tonnage and above, making international voyages. Ships from non-ratified MLC countries when visiting ports in a ratified MLC country, may be subjected to inspection on the basis of “No Favourable Treatment”.

MLC Inspection Request:

To ensure fast processing time, we have established a complete online system for making MLC inspection request on our website: www.irclass.org. Further, all the processing is done online and the Interim MLC Certificate / Interim MLC Statement of Compliance or Short Term MLC Certificate / Short Term MLC Statement of Compliance is issued immediately upon satisfactory completion of the MLC inspection.

  • For IR-classed ships

You need only to visit our website, click the MLC Inspection Request button and under Classed vessels enter the common User ID and Password (given for checking the Survey Status of your vessels). On submitting the User ID and Password the contract Review form page will be displayed, select the required ships name, complete the form and submit. Your request will be reviewed within 24 hours and necessary authorization to the concerned Survey Station will be forwarded and you only need to laise with the concerned Survey Station and arrange the required logistics for the MLC Inspector to board the ship.

  • For Non IR-classed ships

You need to make an initial e-mail request for MLC Inspection of your ship. Thereafter, within 24 hours your ships details will be enabled in our website, click the MLC Inspection Request button and under Non-Classed vessels, enter the e-mail ID of the contact person. On submitting the e-mail ID, the contract Review form page will be displayed, select the ships name, complete the form and submit. Your request will be reviewed within 24 hours and necessary authorization to the concerned Survey Station will be forwarded and you only need to laise with the concerned Survey Station and arrange the required logistics for the MLC Inspector to board the ship.

In meeting your MLC, 2006 certification needs, we provide services to include:

  1. Gap Analysis, Review of DMLC Part II, inspection and Certification.
  2. Certification of Crew Manning Offices and Recruitment and Placement Service Providers
  3. Inspection and Certification on voluntary basis for ships below 500 gross tonnage, when requested by Shipowners.
  4. Inspection and issuance of Statement of Compliance for ships of non-ratified MLC countries.
  5. Workshop / Trainingforon-boardandon-shore staff.
    • Level 1 – One-day Awareness Course for operational staff on-board and on-shore.
    • Level 2 – Two-day DMLC Part-II Understanding Course for management staff on-board and on-shore.
    • Level 3 – Five-day course for Top-level management staff ashore and Inspectors.
  6. Certification of Crew Accommodation complying with MLC, 2006 and/or ILO 92/133.
  7. Noise and Vibration checks for new-build ships and for existing ships, as and when required.
  8. Surveys at newbuilding stage to ensure compliance with the construction requirements of MLC, 2006.
  9. Certification of Recruitment and Placement Services to comply with MLC 2006 requirements.
